Yo en principio no lo haría. ¿Merece la pena el cambio por pasar de 8 a 10 MP? ¿Notas que te hace falta la autolimpieza del sensor?
Aparte de esas 2 cosas, tienes que la pantalla es más grande, pero pierdes la 2ª que tiene la 350D. Además es sabido los problemillas con la exposición de la 400. Yo no creo que notes mucha diferencia, pero si la oferta es muy buena...

A dias de hoy yo daba un salto mayor, pero al respecto de las diferencias entre ambas solo decir que hombre... no son solo dos cosillas y tampoco pierdes informacion por el tema de la pantalla, mas bien lo contrario. Pego aqui una informacion extraida de Canon en la que detallan las nuevas funciones asi como las que han sido mejoradas (esta en ingles):
